Values for the scattering mean free path parallel to the field are reviewed in prompt solar bursts and nonimpulsive events. An analysis of intensity time profiles in solar cosmic ray events with emphasis on anisotropy measurements and finite injections at the sun, reveals a consensus of empirical mean free paths determined near 1 AU. Model fittings of several intensity and anisotropy profiles give mean free paths parallel to the interplanetary magnetic field in the range of 0.7-4.0 AU. Discrepancies between empirical values of the associated mean free path and scattering theory are discussed, and recent values deduced from magnetic power spectra in interplanetary space, magnetic diffusion at the sun, Jovian electron propagation and cosmic ray events are evaluated. Previous arguments against a significant diffusion coefficient are reassessed, including the problem of the persistence of intensity fluctuations in cosmic ray events.
