If the photon dispersion relation is (pc)^2= E^2 + E^3/E_QG, as suggested in certain approaches to quantizing gravity, then high energy photons may be unable to pair-create on cosmic microwave background (CBR) and infrared background (IR) photons. If E_QG~10^16 GeV, powerful sources of TeV radiation, e.g. in AGNs, could be detectable out to large redshifts.
