A numerical simulation of the evolution of strong irregularities of the
ionosphere with a transverse scale of less than 1 km is presented. It is
shown that the evolution of such irregularities is essentially
three-dimensional and is similar to that in a homogeneous plasma.
Numerical calculations agree with data from the Spolokh experiment.
