Incoherent Scatter Radar (ISR) is a powerful technique for studying the ionosphere and its coupling with the space environment. The new electronically steerable ISRs atPoker Flat (PFISR) and Resolute Bay (RISR) are providing the first three-dimensional, time-dependent views of magnetosphere-ionosphere coupling in the auroral zone and polar cap. This paper provides a comparative view of dynamics observed at these complementary sites as derived from dense multi-beam radar experiments. We focus on the relationship among bulk ion drift, plasma state drivers (Ne, Te, Ti), and auroral morphology. Among the unexpected findings are the identification of large coherent modulations in ion flow along quiescent arc boundaries, interpreted as a signature of underdamped Alfven waves originating in the inner magnetosphere. Other observations elucidate the relationship between transport and impact ionization in the production of polar cap patches.
