It is shown that the complex of geophysical phenomena accompanying a substorm may lead to the excitation of electromagnetic VLF and ELF chorus-type radiation in the region of the plasmapause at the moring meridian. An explanation of the thin structure of the spectral elements of these signals is proposed, and procedures for experimental verification of the theory are indicated.
