A theory of the emission of electrostatic bursts along with the whistler waves observed recently in the earth's outer magnetosphere is presented. It is shown that these electrostatic bursts are due to a high frequency plasma instability which occurs because of a new mode coupling effect in plasma turbulence (plasma maser). The theory agrees with the observations in the space.
