The VENUS inner drift chamber (IC) has been constructed to serve as a first level track trigger in the r-z plane (a fast z-trigger) for the VENUS detector at the TRISTAN e+e- collider. It consists of six layers of cylindrical drift chambers, having 768 cathode pads and 640 anode wires in total. Cathode pads quickly find charged particles originated from the collision region with RAM lookup tables. The structure and the initial performance are described.
