The characteristics features preceding the birth of sunspots are examined. A velocity field is found to occur prior to the birth of sunspots or during the rapid phase of sunspot development. It vanishes when sunspot growth is terminated. Fraunhofer lines are always shifted redwards in active regions, regardless of their distance from the disk center. The velocity amplitude derived from the Na I Dl-line (5895.940 A) is 1.5 km/sec. This is somewhat greater than the velocity amplitude derived from the weaker NI I (5892.883 A) line. The velocity lifetime is at least 1 hour. The velocity field is interpreted in terms of continuous downward flow during the sunspot formation process
