A new approach for solving the problem of diffraction by a nonspherical homogeneous isotropic particle is proposed. The purpose of this paper is to find ways of overcoming the numerical instability of the T-matrix and the point matching techniques. The essence of the method is that the best mean-square approximation of boundary conditions by a finite number of vector harmonics in terms of minimization of a quadratic functional is searched for and the Tikhonov regularization of the respective numerical scheme is performed. Several theoretical results, such as solvability and convergence, dealing with the substantiation of the proposed method are derived. The extension to diffraction by multilayered objects is also given.
