The most general Lagrange density (which is a concomitant of the metric tensor together with a vector field and its first derivatives) for which the associated Euler-Lagrange equations are precisely Maxwell's equations is obtained. Although it is more general than the Lagrangian which is commonly used, it still has essentially the same energy momentum tensor.
