The nonlinear quasi-steady regime of the gradient-drift instability in the midlatitude E-region is examined on the basis of a hydrodynamic description. It is shown that, in the weak-coupling approximation, the nonlinear process described by the derived dispersion equation is equivalent to a three-wave decay interaction of modes. The general form of the electron-density fluctuation spectrum is obtained.
