The dynamics of the conversion of plasma waves to electromagnetic radiation at frequencies close to the electron gyrofrequency in the source of S bursts in the Jovian ionosphere is investigated. It is shown that the conversion dynamics and the radiation level depend on the scattering of a plasma wave to the extraordinary mode by suprathermal magnetized electrons with a nonzero mean velocity along the magnetic field. They also depend on the scattering of a plasma wave to plasma radiation by nonmagnetized ions of equilibrium plasma.
