In the framework of the weak-turbulence theory, interactions of Langmuir waves and whistlers in the solar corona are considered. From the conservation laws it follows that in such a process Lagmuir waves and whistlers have approximately equal and oppositely directed wave vectors, and electromagnetic waves arising in this case correspond to ordinary waves. The shortened equations for amplitudes and intensities of interacting waves are abtained. The theory developed is used to explain the fine structure of type IV radio bursts - fiber bursts. The estimation of energy density of whistler turbulence in the coronal magnetic loops was obtained, W/NT ≡ 10-9.
