The characteristics of the propagation mechanism of low and very low latitude whistlers are reviewed. The recent developments in observational techniques of whistlers are briefly considered, and the propagation mechanism of whistlers in the inner plasmasphere is addressed based on ground- and satellite-based observations of natural whistlers and VLF transmitter signals. The electron density behavior of the inner plasmasphere is discussed and electric fields in the inner plasmasphere are described. The possible application of low-latitude whistlers to study seismic activity is briefly considered.
