An analysis is made of fluctuations of the microwave emission of solar active regions, flocculae, the quiet atmosphere, and coronal holes. It is shown that these types of emission sources differ in terms of the degree of fluctuation-energy concentration in the long-period part of their power spectrum. It is noted that numerical series of these characteristics can be used for the prediction of solar activity.
