The interpretation of Faraday rotation measure maps of Active Galactic Nuclei (AGNs) within galaxy clusters have revealed coherent regions, L_mag ~ 100 kpc, that are populated with large, ~ 30 μ G magnetic fields. The magnetic energy of the largest coherent region is L_mag^3(B^2/8π) ~ 10^60 ergs, which is 10^6 larger than that of a galaxy and 10^4 larger in flux. The minimum energy necessary to produce the underlying synchrotron emission is even larger. We associate these fields with single AGNs within the cluster and therefore with all galaxies during their AGN phase. Only the central massive black hole, formed in the AGN phase, has the necessary binding energy, ~ 10^61 ergs. Only the accretion disk has the winding number, ~ 10^11 turns, necessary to make both large gain and large flux. The helicity of the α - Ω dynamo is generated by the differential plume rotation derived from star-disk collisions. We have demonstrated this coherent differential rotation in the laboratory, numerically simulated the dynamo gain, and are building a liquid sodium analogue of the dynamo. The back reaction of the saturated dynamo forms a force-free field helix that carries all the energy and flux of the dynamo away from the accretion disk and redistributes the field within the clusters and galaxy walls. The early magnetic reconnection of a small fraction of this energy produces the AGN luminosity, and the remainder dominates the free energy of the universe. The reconnection of this inter galactic field during a Hubble time produces the UHCR. note
