The Oak Ridge Laboratory for Neutrino Detectors (ORLaND) is a proposed underground facility adjacent to the first target station of the Spallation Neutron Source (SNS) under construction at the Oak Ridge National Laboratory (ORNL). The SNS will be the most powerful pulsed neutrino source in the world (10^15 neutrinos sec-1), generated from the decay of π^+ and μ^+ from the pions produced in reactions of pulsed 1.3 GeV proton beam on a liquid mercury target. The planned laboratory will be capable of housing one 2 kton water or liquid scintillator detector for the investigation neutrino oscillations, precise measurement of Sin^2(θ_W) at low energy, and precision measurements of ν_e, ν_μ and barν_μ cross sections with ^16O, ^2d, ^12C, ^56Fe, etc. Floor space and infrastructure to support 5 to 6 other detectors ranging from 20 to 200 tons each is also included in the facility plan. The program of neutrino-nucleus cross section measurements is being investigated to support programs in astrophysics, supernovae collapse models, neutrino nucleosynthesis and investigation of weak interactions in nuclei. An Institute of Neutrino Studies would be formed as an intellectual center to support ORLaND activities and to serve as a host organization containing the Program Advisory Committee. This facility is being proposed jointly by ORNL, ORAU (Oak Ridge Associated Universities), and the ORLaND collaboration.
