The correlation properties of fluctuations in the cosmic microwave radiation that were generated during the hydrogen recombination era are calculated for a cosmological model including primordial neutrinos of nonzero mass. The influence of the neutrino background on the hydrogen recombination kinetics is considered, and an expression for the plasma ionization is obtained, generalizing the result of Zeldovich and Syunyaev (1970). The damping decrements of adiabatic perturbations before and during the era when the plasma loses its opacity are calculated, and the electron velocity field during the hydrogen recombination stage is analyzed. The dispersion and correlation functions for the temperature fluctuations of the microwave radiation are calculated, and the results are briefly discussed.
