Observations carried out above Alma-Ata revealed an additional flux of particles in the stratosphere to a depth of x less than 90 g/sq cm with a maximum at x = 15-20 g/sq cm. It is shown that this additional flux may be conditioned by the arrival of singly ionized atoms of the CNO group. The amplitude and depth characteristics of the flux correspond to an ion flux with an energy of 100-300 MeV/nucleon, equal to 20 ions/sq m s sr. The energy spectrum of the ions has a power form with gamma = 1.5 in the above energy range. The data are interpreted in the light of a hypothesis concerning the arrival of cosmic rays at the earth after a polarity reversal of the solar magnetic field.
