The paper discusses the mechanism responsible for the formation of a longitudinal field, which is directly related to magnetospheric conditions, particularly to differences in the transverse drift of hot electrons and ions arising from the plasma layer of the geomagnetic tail. The near-earth part of the plasma layer is characterized by an outwards-directed ion concentration gradient. In the case of drift of the plasma-layer electrons in the direction opposite to this gradient, the electrons are ejected into the atmosphere by the longitudinal electric field located at low altitudes not higher than about 1 earth radius.
