The problem of the librations of the moon with a dissipation factor (viscous spherical core) is considered. The solution of the Navier-Stokes equations for the distribution of velocities over the volume of the core is obtained by an operational method. According to the data of the Kazan series of observations, the range of the probable values of viscosity of the nucleus is estimated. A comparison of the semianalytic presentation of the libration in longitude of a proposed two-layer model and of the Eckhardt model is carried out.
