The modulation characteristics of the Forbush effect are examined for two characteristic examples with high coefficients of coupling between solar-wind streams and Forbush decreases: the burst-type effect of February 16-19, 1967 and the quasi-stationary effect of April 5-9, 1968. It is assumed that the Forbush decrease is conditioned by the transport of cosmic rays together with IMF lines of force away from the sun with a velocity proportional to the plasma velocity. It is shown that an approach which takes into account a significant variation in plasma velocity as well as convection velocity must lead to a modification of existing models, which assume only a temporal character of the growth in intensity after the minimum of the Forbush decrease.
