A geometrical and kinematical description of the curved jets of quasar 1928+738 is presented in terms of a precessing beam model. Moderate intrinsic brightness asymmetry of the jets is invoked to account for the apparent brightness ratio of jet to counterjet. On pc scales, 1928+738 displays a pronounced one-sided jet. VLBI observations at 1.3 cm detected component motion at a speed of 4 c, which is significantly slower than that observed further down the jet at 6 cm (6.5 +/- 0.5 c). The inclination of the jet to the line of sight at the position of the core predicted by the precessing beam model is inconsistent with the observation of apparent superluminal motion, and it is concluded that the VLBI jet might consist of Doppler-boosted filaments in a broad jet.
