The impulse nature of the frequency spectrum variability of Wolf numbers
near solar maxima and minima is identified. A delay of perturbations in
the frequency spectrum of Wolf number variations relative to the
corresponding perturbations in cosmic rays and geomagnetic activity was
detected. An interpretation of these effects is presented.
