The idea of the invariant properties of the lower part of the F-region is examined on the basis of an analysis of experimental electron density profiles at heights of 150-200 km. This invariance is expressed in the universality of the exponential approximation of the profiles and in the determinate character of the variability of their parameters on a diurnal basis and for various levels of solar activity. The observed time-lag stability of round-the-world radio signals is interpreted as a consequence of the invariant properties of the ionosphere.
