The authors have formulated a strictly Newtonian cosmology for an infinite universe. In this paper, the prediction of Milne (1934) that such a cosmology could be devised is reviewed. Mention is also made of the criticism of Layzer (1954), who disputed Milne's assertion. Finally, attention is given to the paper of Callan et al. (1965), which provides support for Newtonian mechanics as a basis for a cosmology.
