The problem of energetic flare-generating electrons escaping from closed magnetic fields on the sun is examined. A cyclotron flute-type instability is proposed as a possible mechanism for the electron escape. It is shown that a one day or longer delay of the second group of flare electrons is associated with the delays in solar magnetic loops and in interplanetary space.
