The spectral transformations and method of calculation of the energy spectra of radio waves scattered by a set of meteor trails formed in a given region of space in a specified time interval are given. Astronomical and atmospheric factors as well as the parameters of the measuring equipment are taken into account. Experiments confirm the calculations both in absolute value and also in shape: the calculated and experimental spectra at the points of the maxima agree, at the other points the differences do not exceed 7 dB, and the average deviations are no larger than tenths of a dB.
