The development of the Farley-Buneman instability (1963) is analyzed under the assumption of a two-layer ionosphere. A dispersion equation is derived which, when solved, yields a threshold value of the disturbance wavelength. The vertical scale of damping for the electric field penetrating from the ionospheric E-region to the F-layer altitudes is estimated within the framework of the model used.
