Prognoz-3 and Mars-7 data on intensity increases of solar cosmic rays from the flares of September 7, October 4, and November 3, 1973 are analyzed. It is shown that variations of the solar charged particles depend significantly on variations of the structure of the interplanetary medium. For the flare of September 7, these structures wholly determine the behavior of protons with energies up to 10 MeV and electrons with energies not less than 40 keV. For the flares of October 4 and November 3, the effect of this structure on particle propagation is manifested at a later stage of the event, i.e., during the intensity decline after the maximum. In these events the behavior of protons with energies not less than 1 MeV and electrons with energies not less than 40 keV is in accordance with the diffusion model from the commencement of the increase to the maximum.
