The dependence of amplitude and polarization of the magnetic disturbances on the ground, generated by a dipole source with circular polarization which is situated near to the ionospheric inhomogeneity with enhanced conductivity, on its conductivity value is studied. Two cases of inhomogeneity are taken into consideration: semi-infinite plane and meso-scale strip. For the former the magnetic variations on the ground caused by the inhomogeneity are symmetric relative to the border and to the line perpendicular to this border and crossing the projection of the source point on the ground. The polarization characteristics at any point do not depend on the inhomogeneity conductivity value. For the strip the distribution of polarization ellipses on the ground becomes asymmetric, complicated and varies for different values of strip conductivity. For sufficiently large values of the conductivity the major axis of the polarization ellipses is orientated approximately perpendicular to the strip border. As an application the polarization on the ground for the case of artificial ionospheric heating near a strip of enhanced conductivity under the conditions of the experiment performed on 26 October, 1984 near Tromsø, Norway, is calculated and compared with the experimental results.
