It is shown that the electric field of polarization arising inside a strip of elevated conductivity in the E-layer can create a barrier to the plasma drifting across this strip in a certain height range in the F-layer; this occurs for a specified orientation of the strip relative to the external electric field. The plasma accumulates at one boundary of this barrier region and flows away from the other boundary. The vertical extent of this barrier region and disturbances of plasma density are proportional to variations of conductivity inside the strip of elevated conductivity. In addition, the plasma density continuously increases with distance away from the back edge of the strip; a wide region of low density is formed behind the strip.
