It is shown that, under conditions of developed Langmuir turbulence, the spectrum of density fluctuations near zero frequency differs from the thermal one. The efficiency of the conversion of plasma turbulence into radio emission near the fundamental tone in a type IV burst source is studied. The harmonic structure of the radiation is examined as a function of the shape of the angular spectrum of the plasma turbulence in the burst source.
