We propose a high resolution 6 and 9 GHz continuum survey of the Galactic Plane. We will use the on-the-fly scanning technique that we have developed and tested to provide good uv coverage. CABB allows us to simultaneously observe radio recombination lines and determine spectral indices. The survey will cover the same area as deep, high resolution surveys by the SPITZER and Herschel satellites. The main science driver is massive star formation with the survey yielding an unbiased census of ultra-compact H II regions in the inner Galaxy. Together with the co-ordinated IR surveys, this will allow the evolutionary sequence from cold, radio quiet cores through to UCHII regions to be elucidated. H II regions are the main tracer of gaseous spiral arms and this survey will enable them to be traced to the far side of the Galaxy, testing emerging models of Galactic structure. The survey will allow the selection of well-defined sub-samples for follow-up study with the high resolution capabilities unique to the southern hemisphere such as ALMA, SKA and its precursors. Stellar evolution studies will also benefit greatly from this survey which will have lasting legacy value.
