The underground scintillation telescope intended for the study of cosmic ray muons and neutrinos at the Baksan neutrino observatory is presented. Attention is given to the structure, detectors, data acquisition system, control and minicomputer diagnostics, and preliminary data processing system of the four-level, 16 x 16 x 11-m apparatus, which is located at an effective depth of 850 hg/sq cm and contains approximately 3200 liquid scintillation detectors transmitting signals within a pulse-channel hodoscope. An angular resolution of 2 deg in a 10-m trajectory, temporal resolution of 3.5 nsec, and amplitude resolution of 25% are noted.
