A complex-permittivity tensor is obtained for a collisional magnetoplasma. It is shown that commonly used effective-mass tensor components lead to significant errors in the determination of the refraction and attenuation coefficients in the frequency range 0 to the ion gyrofrequency. It is shown that in a narrow frequency range the attenuation coefficient of extraordinary magnetoacoustic waves has a sharp maximum.
