We propose to observe a sample of gamma-ray burst host galaxies at known redshift, to study in emission galaxies whose detailed properties (redshifts and frequently hydrogen column densities and metallicities) are known in absorption. These observations will locate the host galaxies and characterize their luminosities. This will enable us to i) study the luminosity -- metallicity relation over a broad redshift range, ii) assess the luminosity function of star forming galaxies at high-z and iii) investigate the relationships between gamma-ray burst rate and star formation. Ultimately these hosts will provide a coherent legacy sample for deep followup observations with ALMA and JWST.
