Polarimetric analysis of the light reflected from a range of carbon-dominated materials has been undertaken. The data obtained have been compared with published work carried out on Halley's Comet as it approached perihelion. Results strongly suggest that the nucleus of comet P/Halley is covered with a thick crust of carbon-dominated material, having an albedo of 0.032 and existing in an extremely finely divided and roughened state.
