Polar cap measurements of energetic electrons and protons were obtained on board the dawn-dusk polar orbiting satellite AZUR, and data recorded during periods with strong substorm activity were analyzed for bursts with energy greater than 700 keV, poleward of the trapping boundary. The observed energy spectra are much steeper than the spectra of radiation belt particles, so that any connection with the outer radiation belt is excluded. The strong possibility that these bursts are the low-altitude signatures of electron and proton bursts generated in the geomagnetic tail is examined.
