The structure of the quasi-stationary magnetosphere of an oblique rotator in the region of closed magnetic field lines is considered. The structure and appearance of vacuum gaps at a zero corotation charge surface for arbitrary magnetic dipole slopes and distances to the star are investigated. The possibility of existence of local quasi-neutral high density plasma inhomogeneities is studied. These phenomena for pulsars and white dwarfs are discussed.
