The reasons that the electrical field can be concentrated on radius are considered. It is shown that due to ion accumulation in magnetic islands, large core plasma density, and strong anomalous transport in peripheral region the radial distribution of the electrical field can be narrow. At small ion accumulation the double layer type of radial electrical potential distribution can be formed. At large ion accumulation in the case of collisionless plasma electrons the solitary hump-type of radial electrical potential distribution can be formed.
