Results of an experimental study of the spatial distribution characteristics of high-energy electrons and positrons below the earth's radiation belt are reported. For measurements at heights of 350-400 km, the intensity of electrons and positrons is found to be strongly longitude-dependent. The shape of the pitch-angle distribution of electrons and positrons is also longitude-dependent. The need for detailed calculations of the characteristics of electron and positron fluxes using the pi-mu-e model with allowance for the real geomagnetic field is indicated.
