An evaluation is conducted of the validity of the circular orbit assumption and approximation (COAA) for the space debris environment, which has been developed to estimate the baseline collisional flux in orbit. An effort is also made to (1) evaluate the effects of sensor sensitivity on the sampling of the debris population, and (2) obtain the average systematic bias and uncertainty by the population represented by on-orbit satellite catalogs. COAA-derived density below 400 km is found to be enhanced because objects in elliptical orbits tend to be detected near perigee, and appear to be at lower altitudes.
