The presence of a nonthermal continuum radiation in the frequency range from 500 Hz to 100 kHz has been detected recently on the basis of radio-noise observations made with the aid of spacecraft operating at a distance of more than six earth radii. It was found that the radiation is generated in the outer radiation zone adjacent to the plasmapause boundary. Possible mechanisms concerning the origin of the radiation are considered. It is concluded that the source of the terrestrial nonthermal radiation may be related to mode coupling of Cerenkov radiation.
