The theory of the initiation of steady Taylor columns in a homogeneous or stratified fluid is studied. The system considered consists of two horizontal planes uniformly rotating about a vertical axis. A circularly symmetric obstacle whose height is everywhere nonnegative is attached to the lower plane. A fluid is constrained to flow between the two planes. It is assumed that the flow far upstream of the obstacle is uniform, and the volume of the obstacle is finite. It is shown that in a homogeneous flow all obstacles must be of nonzero height in order to induce a Taylor column. In a stratified fluid, each obstacle with a somewhere vertical face induces a Taylor column, independent of the height of the obstacle.
