A distinct discrepancy between experimental data on the dependence of the number of muons on the shower intensity and a scaling model based on acceleration data is noted and some aspects of the discrepancy discussed. It is shown that there is a basic difference between experimental data obtained for showers with primary energies between 1000 TeV and 10,000 TeV and data for showers with energies above 100,000 TeV, since in the latter case it is not possible to study directly the central region of the shower. This information, however, can be obtained indirectly (even for various phases of the shower) by using a method of studying the shape of Cerenkov pulses at large distances from the axis.
