A possibility is discussed that thermonuclear bursts on the accreting neutron stars and degenerate dwarfs are accompanied by the chromospheric flares (reconnection and annihilation of the magnetic field). These flares ('solar flares') are initiated by a strongly developed convection in the presence of the magnetic field. It is shown that the flares can be accompanied by the generation of gamma radiation. The possibility is advanced that the observed cosmic gamma-bursts are the chromospheric flares on degenerate dwarfs and neutron stars.
