An analysis of measurements made by U.S. Air Force satellites from 1961 to 1976 of the 55-MeV proton flux, at altitudes of 275 to 600 km, shows agreement with theoretical calculations. It is found that the major determining factors of the 55-MeV proton fluxes in the inner zone are (1) a nearly constant source, coupled with (2) a solar cycle-varying, atmospheric ionization loss process.
