Recurrent increases in particle fluxes - electrons and protons - recorded onboard the Prognoz-3 satellite in 1973 during periods preceding solar flares are analyzed. It is shown that structural formations in the interplanetary medium produced during flares and recurrent events are similar. An important feature of this structure is the existence of a magnetic region with a strong magnetic field. It is shown that there is a relationship between the processes observed in interplanetary space at the time of flares and during the preflare period one or more solar rotations before a flare. The preflare period is characterized by the appearance and development of active centers on the Sun, the appearance of coronal formations, and their ejection into interplanetary space, the generation of high-energy charged particles, and the simultaneous appearance of large-scale particle-filled structures in interplanetary space. An attempt is made to verify the relationship between the particle fluxes and spectra during the preflare period and at the time of flares. It appears possible to predict not only solar cosmic ray flares, but also the radiation environment in interplanetary space.
