It is pointed out that questions regarding the reason for the nearly continuous, often fluctuating levels of MeV particle fluxes in the interplanetary medium at 1 AU have not been addressed by earlier studies. The present investigation represents an attempt to characterize the entirety of the particle fluxes observed in two intervals, each of approximately three years duration. These intervals are representative of relative minimum and active times during solar cycle 21. It is found that the composition of interplanetary particles near earth is highly inhomogeneous across the solar cycle. In this study, Solar Minimum showed fairly distinct populations for the three components of quiet time, nonflare and nonquiet time, and flare time.
